Not so new now.
I can barely see something that looks green. Are you using the B&W negative setting in Epson Scan? That should keep out any color.

I may well be wrong but those "bars" almost look like the streaks one gets when the film isn't agitated sufficiently during development. They usually run down the negative from the sproket holes.
If you're scanning B&W negatives in color, you need to "desaturate" or convert the scan into an 8-bit gray scale.
I have an Epson 4180 and have never had that problem.

What kind of film is it? (Fuji perhaps?
- sorry couldn't resist the 'green' pun)
How and who developed it?
I don't think its the scanner but need additional info.

I vote that Epson scanners suck. Mine does all kinds of crazy stuff on a regular basis. See my thread on my Epson's weirdness : http://www.rangefinderforum.com/forums/showthread.php?t=16523

I don't see green bars in your scan, but I had the same problem with my 4180 (purchased refurbished from Tigerdirect.ca last spring). In my case it was a very thin green line running parallel to the movement of the scan head. I took it in to Epson (their Canadian service centre is close to where I live) and they weren't able to reproduce the problem, but they gave me a new scanner. So far, no problems with that one.
