35mm transparencies to 13"x19'
Have an archive of 35mm transparencies and a few negs going back quite a few years. Assorted emulsions, but a lot of velvia 100, some 200. Shot with a huge variety of 35mm cameras.
I have an Epson V500 scanner and an Epson R2200 printer.
I scan the negatives and frequently print them up to the capacity of the printer (13X19 inches). I print from 250 to 300 DPI.
I am, for the most part very happy with the results. In many cases, I feel the pictures would go up from the 13X19 quite nicely.
I could not get good answers on your question, so I decided to just buy the scanner and learn how to use it. I don't do any significant Up-Resolution processing, but that's next.
This is not intended as advice. It's simply my own experience. Just do it. I don't consider myself an expert in these areas, so getting some hangable results is quite rewarding.
