Hp5+ D-76 1:1

So, I am shooting HP5+. I want to develop in d-76 1:1. I was wondering if anyone could answer this, according to Ilfords processing sheet at STOCK d-76 and id-11 share the same time of 7:50. When diluted 1:1 d-76 = 11 mins, id-11 = 13 mins. Can anyone explain why there is a change in times as I understand that the two developers are somewhat similar. I'm not necessarily asking for a time to process per say, even though that has me more than confused because Massive Dev says d-76 1:1 is 13 mins. So I figure I'll start right in the middle at 12 mins and see how I feel. I am more curious as to why the two developers start at the same time stock and then begin to stray slightly when diluted.
 
If it isn't an error, maybe the alkali/buffer are slightly different. pH when diluted may behave in ways that are incomprehensible to us who are not chemists, even if the pH of the stock solutions may be the same, and activity of a developer is among other things dependent on the pH.
 
I wound up processing for the 11 minutes just to have a starting point. I'm pretty happy with the results. Nikon 50 1.4 non-AI on an original F, scanned v600 with Very minimal toning in Lightroom.
