Ilford HP5+ 120 @400 (no light meter or speed selector in the camera😀) and Rodinal 1+25, yes or no?

In overcast/flat lighting, yes. Otherwise, unless you are wanting very dark shadows with little detail, I would go down to ei 200 and reduce development times accordingly.
