I just received a 50mm summicron rigid from a seller on here, it came with a uv-ir cut filter and i am wondering if it is ok to shoot with that one if i am shooting B+W. i do not have any other filter at the moment to put on it and it being my first leica lens i want to keep the front element from anymore scratches for smudges.

Hmmm. As far as I know, ordinary B&W film doesn't really have an IR response. Filtering out that light shouldn't therefore have any effect. However, a filter in front of your lens can increase flare, decrease contrast, etc. If it were me, I'd remove it; but you should try it on and off with your first roll of film and see whether it makes any difference in the kind of photography you do.
