1. Search for 'ds115e.exe' and download it. This, I believe, is the latest Minolta DiMage Scan Elite software for 5400.
2. Download updated minolta.inf from the BobYIL's link.
3. Install Minolta software ('ds115.exe').
4. Restart.
5. Windows should prompt you to install drivers for a device it found (Minolta DiMage 5400). Point it to the location of your minolta.inf. Otherwise update the minolta.inf manually.
I use my Minolta 5400 MkI in OSX with Vuescan but just tried this and it works in Vista 64bit. Should probably work in Win7, too.

No, Vuescan will ask to eject it if was in there and the scanner won't calibrate in such situations at any rate.

Well, tried this as well and still get the streaks.
Looking more and more like a possible hardware issue

There might be dust on the sensor.
