The frosted glass is a way to test focus sharpness. You take a piece of frosted glass and lay it across the film guide rails on the back of the camera, behind the shutter. Open the back of the camera, with no film in it. See the two metal rails running from the supply to take up side of the camera. They will be right above and below the opening leading to the shutter. Place a piece of frosted glass on those rails and you can focus the lens on that frosted glass, which should give a sharp image on the frosted glass. A magnifying glass helps, as well as being in a dark room aiming the camera at a lighter source.
