Im new to film- what should I dial in the ISO setting of my camera when using Kodak 160 NC.... 100 or 160?
Will I get less grain if I dial in 100, or is the grain a function of the chemical composition of the film?
Also, if I dial in 100, do I need to ask for the film to be developed at 100 instead of 160?

I don't know the answer to the grain question, but if you shoot at 100 the processing will be the same unless you go to a pro lab that offers pull processing. The film has enough latitude that shooting at 100 or 125 should have too much adverse effect unless you are in a situation where highlight values would be blocked up. My last roll was set at 160. I had to use flash due to lighting conditions, so it wasn't a true test, but everything was fine with regard to exposure at that ISO/EI.

Going on the theory that color film would rather be a bit over exposed than underexposed, I rate 160 film at 125 and 400 film at 325.

dazedgonebye has it right - this film doesn't really like to be underexposed. So either rate at slightly under 160, or meter carefully.
