I have some Panatomic-x that was never refrigerated, and it seems to be OK. Slower films age more "gracefully" than higher speed emulsions. The stuff I have seems to exhibit very low fogging and maybe a little drop in contrast. If what you're being offered has truly been in a fridge all this time, it should be just fine.
As for price, I can't offer any advice other than to check ebay to see what it's going for. I got several hundred feet for free when they cleaned out an old darkroom at work, but I don't know if I would go out and pay a premium for it.
Though if it's worth $10 a roll... maybe I'll just sell it all 😉
