Komura Finder ??

Hi,
I have a few questions about this Komura finder. It has the number 105.
The dial rotates, but nothing seems to happen. What should happen when the dial is rotated?
Any idea of the value? It's on a Voigtlander base.

Can't speak to value, but when the ring is rotated, the finder should rise/move very slightly on its base to adjust for framing based on distance.

Yes, the ring is there to adjust for parallax, based on a distance from a subject. Also, it seems to be a finder for a 105mm lens
