Leica LTM Leica iiif black dial flash delay help

Can anyone tell me about the flash delay setting for a IIIf black dial and is it the same for red dial cameras?
1. what is the Delay for electronic flash is it 0 ?

2. I have medium peak bulbs amplex norelco pf-2, pf-4 and number 11 I know there not focal plane bulbs but I understand delay is adjustable for some medium peak bulbs can anyone help?

The camera I want to use these on is a leica IIIA factory upgraded sync which I think would be the same as a black dial.
