Leica lens question?

Yes, the aperture should turn in whole-stop clicks whether extended and locked or collapsed. If it's stuck it needs a CLA (between $100 and $150 at most reputable repair shops). If properly functional it's worth around $500.

That's common for a collapsible Summicron. Don't take my word for it - check closed eBay auctions and see for yourself.

I'll go along with the others and add that as that's a genuine front lens cap you ought to look at what they alone sell for on ebay in the completed section.

FWIW that is a very desirable version, even with a bit of haze.

David. Are you implying it's an "active" cron (note I didn't mention "radio") when you say desirable version? I guess 1954.... possible. I didn't check the serial.
Regardless, I sincerely hope the OP gets the lens CLAd and uses it. As said before, it's a great lens. At it's time, it was considered likely the best 50mm on earth. I wish I had a collapsible.

No, just saying it because all their lenses are desirable, with minor exceptions. The word "possible" is what I would use if asked as I don't honestly remember how to tell them apart. It's more ignorance than judgement, as some might say.

And I agree with your second paragraph, even though I have too many of the things but is that possible?

(EDIT) I now realise that I should have added that the lens was the first Summicron and that was the lens that really put Leica on the map and established their reputation as the makers of the finest lenses; so anyone owning any Leica camera from a IIIf to the M2 ought to be chasing after them
