Haha! In Oz we'd say they are fussy ****s. Pic attached to show my extensively pre-loved M3 and M2 in answer to the question of how close the wind lever is to the shutter speed dial. The M2 is around about a smidge closer. Both camera bodies go "shloonk" at the end of the wind cycle to tell you they are cocked. The M3 goes (very quietly) "crunch" when you fire it. The M2 goes (slightly louder) "clonk".

Ok, It seems that with all the nice comments and descriptions frrom you guys it does seems my expectation with a leica was probably way too high, I suppose my copy work just as within specification.
Actually, for this discussion there isn't an "M3", but instead there is an "M3 Single Stroke" and an "M3 Double Stroke". Wind smoothness is quite different between the two. If you really really want super smooth you should use an M3/DS.
