I have a Summicrom 5cm collapsible. If I wanted to send it out for an over haul/cleaning where would be a good place to send it? Would a good cleaning cost more than it's worth?

In the UK, Balham Optical in Croydon (Google 'em). Incomparable! The Ministry of Defence has their WW2 Zeiss gunnery binoculars rebuilt there on a regular basis. They (Balham, not the MoD) did my Canon 50/1.2.
