In the past few months I took part in Lightroom Beta program.
Today is the date when it expires. As I was satisfied with the software more than less I tried to buy it from Adobe.
After several trials I turned to the company for explanation why some countries are excluded.
Got an answer: Adobe is not registrated to Hungarian VAT, therefore they don't sell to Hungary.
Well, I'm not 100%, but I do think that within the EU countries there is no restriction against free trade.
But if I'm wrong...
It should be the minimum to express that limitation before let the users register from the countries not trade with.
I am very much disappointed.

This sounds like a case for your local ombudsman or buyers protection agency. Or you could try to buy it at your local computer store. 🙂

Buy it mail order from another EU country, perhaps by Amazon, and as long as you've paid VAT somewhere you don't need to pay Hungarian VAT or import duty.

Sorry, I deleted my message, because I know that. I thought about Amazon in US. They will not charge VAT for export

Adobe online shop needs registration. There is no way then to buy from a different location - I tried it.
I tried to register to a preferred region also. In that case they refused selling as card number didn't match that region...
So I decided: they don't want to sell - I dont want to buy.
Simple - however silly...

And it is not only Adobe. Nikon NX you can get it online on he US but on EU you have to go to a shop! And you can not buy it from another country where you live. I mean you can, but they don't support it if the serial number does not match the origin country database....
My feeling is that in Europe they do note have a Nikon Europe Selling organization... (same for the tech. support organization) so it's up to local offices or worst, regional distributors who just don't care about the brand and give no support.
Besides different VAT's and legal obligations on each country do not help any comercial organization... so they got something to defend themselfs.
