As someone that sells quite a bit on ebay, I can tell you the problem is our shipping system here in the US, not any laziness on the part of sellers (at least not in my case). It costs a small fortune to send anything by UPS, FED X, or US Postal Global International, and those are the only ways to give a buyer tracking. If I send it by US Postal International Priority Mail I can give the buyer the customs numbers, but that isn't the same as a tracking number.
Then there's the troubles w/ customs. I've had items just sit & sit in customs for ages, and they don't notify the buyer that that's where the package is. A lot of international buyers want sellers to falsify customs forms and say the item is a gift or place it's value at a much lower value so they don't have to pay the duties. While I understand their reasoning and have done it in the past, I won't do it anymore due to insurance reasons. Besides, I don't like lying on forms. I'll sell to US and Canada because that's the only way to ship something for a reasonable amount and I know that I have never had any problems w/ this. It doesn't make me happy, and it is generally easy for other countries to ship something here at a reasonable cost, but it doesn't work well in the other direction.
