I don't know which came first, meters or feet. Mine is from 1952 and is measured in meters.
As to your second issue, engravings, I'm not quite sure what you are refering to. Could you explain further?
 
I think the issue of feet vs. meters is to do with the intended market - US & UK would (originally) be feet, while Europe and most other markets would be in meters.

As Art said re the engravings, we probably need more info. If you are referring to things like just 3 digits, or an "0" on the back of the mount flange, these show whether the lens was produced before or after the "standardised" mount was introduced. I'm fairly sure,that all the Summarons were made well after the standard mount, so it should not be those markings.

On the other hand there are all sorts of engravings that got added to lenses post production - "WH" would indicate a lens delivered to the German army, for example and there are other owners marks that turn up from time to time.

Those hand etched numbers and letters are not Leica. They look to be SS#'s or phone #'s of the company or owners. The lens should be ok to use provided the glass is clean, just ugly engravings. Of the two, I would opt for the second one if they were my only choices and the price was right, otherwise, I would keep looking for a clean version.
