Shoot while exhaling gently -- a trick I was taught many years ago, and MUCH more stable than holding your breath.
That really works - old gun shooter trick. In fact, anything to reduce your heart rate will do.
Another thing is to lean your elbow against your upper body.
I usually try to shoot at 1/250 and above, even with a 28mm, unless movement is part of the picture, or its too dark.

If you are talking about camera shake and not subject movement, try using a soft release on the shutter button.

This one was at 1/15 sec 35mm f1.4, I did shoot at 1/4, too, and in less than 1000x1000 they look alright, sometimes.

My only rule is to shoot as fast as prudently possible. Last evening I was shooting at 1/15 and 1/8 (braced against light pole) with my 35mm Lux. If it works great, if not, then at least I gave it a shot.
I suspect anything above 1/125 and 1/250 to be sharp. Avail darkness shooters dont have this luxury.
