Developing time for Ilford delta 100pro whit rodinal is 9min. I accidentally kept it for 8 min. Could that be the problem?

looks more like it is seriously underexposed, and then a bit underdeveloped too that won't help it

Just wanted to say it looks underdeveloped and maybe a bit underexposed. The blurry edges look like vignetting to me, the development seems to be even.

I agree, it could be light fall-off (a.k.a. "vignetting"), which is often more visible when underexposing. Either they are underexposed on film or during scanning.
If these shots were taken with a wide-angle, I really wouldn't worry about it, as the vast majority of wide-angles exhibit this.

I don't think it's totally a problem in developing,yes the man & car look under exposed but it could be scanning or the lens vignetting. Like some one else stated the developing looks pretty even.

What do the negs look like, in terms of density and contrast?

Blurriness on the edges (not darkness) comes from not having your film flat when scanning.

Yep. There are exposure problems, but I think Filmfan has nailed the edge blur problem.

When you dry the negs be sure and hang a clothes pin on the end of the roll. This helps prevent curling that in turn causes the negs not to be flat in the scanner.

The problem was because I used the digital ice technology in my scanner. Now after some research I have noticed that the ice tech doesnt work with BW film.
