Ok this may be a dumb question, as I know there is already Neopan 1600 existing...

however I dont have any 1600 available and I was wondering how different Neopan 400 pushed to 1600 would look compared to the Neopan 1600 (retail)?

Would it be the exact same? Or are they different formulas, etc?

I plan on developing it either in Sprint Developer or Rodinal.

I can't comment on the developer, but on this forum or APUG someone pushes Neopan 400 to 1600 and reports a better result compared to straight Neopan 1600.
