RAW decoding is at the system level, so that stays the same. Switch to LR or keep going as usual.
But what's interesting is that Apple, in a break from tradition, seem to be embracing extensibility. This could potentially be huge, because it leverages third parties and removes the onus on Apple to keep development pace with its competitors. They teased this functionality for iOS8 Photos, good reason to think the desktop version will be the same. We see from the screenshots that basic adjustments will be there. But it's possible you'll be able to purchase adjustment bricks -- Curves, Lens Correction, etc. Want a grain engine? Somebody'll write one. VSCO and Replichrome adjustments? Done. Or even better, PS could access an image from your library, edit it, and then the new version populates via iCloud to all your devices. Imagine that.
It's entirely possible that a year from now Photos could have twice the functionality of the current Aperture. And if it doesn't, there's still Aperture.

Yes, extensibility could be a big win. Especially combined with the convenience of the App Store (or not, since it's a OSX not iOS, if you don't like the App Store). A DXO-style third party plugin for the new Photos App? Film emulators? Focus or exposure stacking? I don't have to pay for it if I don't want it or need it? Yes, please.
