I use several Post Processing packages - horses for courses;
"de-noising", RAW conversions, image organisation and of course,
pixel level manipulation.

I find I use these tools less nowadays than in the past. Images coming out-of-camera are much, much better than they used to be.
I don't bother shooting RAW any more from my P&S Fuji, the JPEGs are that good. I can imagine that in the not too distant future the need for after shot Post Processing will diminish to close to zero save for critical shooting, artistic or forensic photography. In camera processing will be that good.

I'm surprised that Digital Light & Color's Picture Windows does not seem to be on anyone's list of "best or better software". It's my "goto" pixel manipulation package when I need one.

One of the best. IMO.
