Or a Perkeo I with a Color Skopar lens as the II just adds the frame counter which isn't especially reliable.
[I held out for an II and sure enough, the counter didn't work and wasn't in salvageable shape - the lens and shutter were good though so I'm okay with it]
This is a classic Perkeo II tale. The film count mechanism is fragile and often not working. Yet the II's sell for too much money and if all functions work, the count mechanism will likely not work soon.
The Perkeo I's occasionally came with the struts and Color Skopar front standard and the Color Skopar front lens. You can't put a Color Skopar lens on a Perkeo I since the struts on a Perkeo I are for 75mm lens placement, while the struts for the Color Skopar lens are set at 80mm.
I have a Perkeo I which was mfrd with the Color Skopar struts... they are brushed stainless instead of black.
I also have a Perkeo II with the count mechanism stripped out, so it is shooting like a Perkeo I but with the Color Skopar.
Value.... I'd put a truly good Perkeo I at about $75, and the vaskar lens is not that bad.
I'd put a Perkeo II at $125 because of the lens, and because I wouldn't expect the film count, even if working to last more than a couple of months if the camera were used regularly.
Definitely, since you have a Perkeo I in hand, I would attempt a Ronsono Flush on the shutter (try to stay clear of the lens) to see if it frees up. You won't hurt the lens, but if you get the ronsonol on the inside of the lens, you'll probably have to unscrew the lens from the shutter to clean the glass... a tricky proposition to get back together. But there's a good chance that the Ronsonol Flush will put the shutter back in service. This is an accepted practice and I would not doubt that most CLA people do this first before actually dismantling a shutter. The premise there is that they can liquify the old hard grease used in these lenses and it will work as long as the shutter gets continued use.
I can't begin to tell you how many old folders I have revived the shutters on with Ronsonol lighter fluid for my own use.
