I am inspired to go to Philly for the first time in 32 years. Last time I was in Philly was for the U2 "War Tour" concert. One question: is the light better in the morning or the late afternoon? I plan to bring the SWC and also a Monochrom with a 28mm nothing else.

My 28 Cron served me well on my Monochrom. Also I shot film and had another M with a 21 SEM mounted. All hand held.
On our excursion the day was cloudy and overcast with episodes of misty drizzle. At ESP there was diffused light coming from the many skylights and the lighting and contrast was kinda soft. I am learning now that I am printing that the light was rather remarkable. Also know that ESP only opens at 10:00 AM so I shot from around 10-about 1:00 at ESP.
I think I always prefer morning light. In NYC this means less smog and fresher air.
