According to the serial number it's indeed a IIIF (Leica Pocket Book 7th edition-Hove)-but they weren't finished in black...and there is something of a conversion plate underneath the speed dial-strange & interesting!
 
It is a IIIf black dial that someone repainted. It looks like they painted over the chrome plating since the top deck where the high shutter speed dial is still chrome..

Thanks for the confirmation, I picked it up at a local camera sale and am still wondering what to do with it. I've always wanted a screwmount camera, but this one may require too much work. Hmm...conversion plate eh.
 
It looks to be a IIIf black dial that has been crudely painted black.
The painter left the black dial flash sync numbers part under the fast shutter speed dial unpainted because he or she did not want to do the delicate work of painting those tiny black numbers white, which would make them most visible on an all black camera body.

Sell it for parts. Buy one which is working. They are $200 or even less now for user condition.
