In an attempt at answering your question, the converging planes of the buildings on the right and the long light gray building on the left lead the eye toward the end of the street and, at least in my case, I completely failed to notice the arm w/cigarette. It was not until I saw the title, "smoke" that I went back for a second look. Smoke? Where? Those look like clouds in the distance. Then I saw it.
The architecture is not like anything you'd see on a street in the U.S., plus the large front plate on the vehicle in the foreground (is that a Citroen?) is quite rare here, although some people who live in states that don't require a front plate will put one on as an affectation.
Was your photograph successful? Certainly for me.
Is it a "street shot"? Well, it certainly is, and with a sort of riddle component to boot.
Most folks, when they think of the term, think of people being on the street and therefore in the picture. Sort of qualifies also in the sense that least part of a person is visible.
