Shooter of Film...
Is this happening at all speeds or just at 1 sec.
If you were to trip the shutter enough times (like a billion) do you think it could get better...maybe clear out or free up something in the curtain tracks...
If not maybe it's time for a tune-up...

I think you will find Sherry is a CL repairer not a CLE repairer which are completely different inside and out. People often assume she does and not wanting to say she doesn't know about them has a go but I haven't heard many positive results. So I wouldn't send it to her. Msg Palaeoboy on here he seems like the resident CLE guy to speak too although haven't seen him on in while. He has always come up with fix for my CLE and always happy to help.

The problem is with the shutter, not with the RF mechanism, so it can probably be repaired by someone who is familiar with Minolta's mid-80s SLRs.
Here in Portland OR I would talk to Dave at Advance Camera.

Sorry for the delay in replying I have been away. I got your private message. Often with age the CLEs shutter rails do get a bit of crap in them and sometimes need gentle nudge to move them along. Its hard to tell from your vid if its one or both curtains. It appears only one curtain is moving at all and then only part way. Could you possibly repeat the vid again but showing the curtains as you wind it on. I need to see if both curtains are moving across together. Then shoot on B to see what happens so If both curtains are moving as they should. If both curtains are out of the way on B open the camera back and hold your finger on the shutter and try blow out any dirt from the rails while the curtains are open. Use a proper blower not your breath as you may get some spit on your meter sensor that will be exposed as the curtains remain open. Let us know how you get on and we will go from there. As Joe mentions it may just need the shutter rails cleaned properly and lubricated by a repairman.
