Question about Industar 61

Are there substantial differences between the Industar 61, and the Industar 61-LD? Or is the Lanthanum glass a tweak of sorts?

No substantial differences, if any. L means they used Lanthanium glass and D means it's M39. Industar-61, 61 L/D or even the older Industar-26 are all very capable lenses provided clean and in good condition. It's marginally slower than Jupiter-8 but Industar-61 has aperture click-stops which makes it much easier lens to use.
 
It has been suggested that only the name was changed. I have never heard of anyone producing evidence of a difference in performance.
 
Have and used both extensively on FEDs and Zorkis. Can't see any difference in the pictures, but it I'm not particularly picky.
 
I noticed a very slight difference in colour rendition in my two examples - with the L/D being slightly more true-to-life - but that was when both were unhooded, and as always with these things, your milage may vary. There was a big age difference between mine, too, for what it's worth - the I61 was a zebra one, so what's that - 60s? - and the I61L/D was an all-plastic one that came on a still boxed Fed 5C, putting it at around '90, by my best guess.
