Question to Windows experts

Dear members,

I‘m still running Windows 7 on my desktop machine and don‘t plan to upgrade. Unfortunately I‘m lately experiencing the following problem:

Whenever I try to launch an application that is not windows proprietary, I get a message that the path does not exist or that I don‘t have permission to access (the executables don‘t display their icons too). It happens only to applications that are installed on the system drive (I‘ve got two physical drives, the system disk is an SSD). I am logged in as admin.
Now I discovered that when I change user permissions to the executable, I‘m able to run the given program without problems. Unfortunately this solition does not last long! When Windows is in safety mode, everything works fine.

Here is what I already did: Scanned the whole system for viruses, disabled the antivir and switched off internet, unistalled the antivir, checked the hard drive for errors, checked windows start files with a command line I‘ve alteady forgotten.

What can I do next?

I guess a fresh installation is the next step?
