I have never had to remove that wheel, so I can't advise you on the safest way to do it. Of course it can be done; and as I tell myself anytime I encounter a camera part with seemingly no way to come apart: "well it wasn't born there!"

Does that hole in the side of it have a set screw in it?

I’ve taken a couple of those off on some feds and a Leica iiic, it was a couple of years ago though. I seem to remember the set screw on the side goes all the away through the shaft, so there’s only one way the screw can be put in correctly. On some fed/zorki’s a pin in used instead of the screw. Usually it’s quite tight fit on there even with the screw removed.

Thanks a bunch for the replies. The screw has been removed (the easy part!). I suspect there's a factory tool specific for pulling the disc, but I've not found reference to or photos of one in my searching so far. If I could see one, I could copy it.
Since posting yesterday I've explored options for micro gear and wheel pullers, generally sold to modelers. There are a couple styles, one with arms/hooks, and another box style. Either style looks like it would have to be modified to work for the disc pull in a Barnack Leica. I'm hoping to hear from someone who has a proven tool on hand that I could see photos of.

The small wheel/gear puller I bought worked with some modification. I had to remove material so it could fit under the disc (files). I removed some material that I didn't really have to, which weakens it a little. I may make another at some point. The small brass piece is something I made to fit into the top of the shaft to protect it:
