Removing Watermarks Ilford C-41 B/W

I had some Ilford C-41 B/W film developed at Walgreens and some negatives came back with what looks like watermarks. How can I remove these from negatives that are already dry?

Wash them and re-dry. If they're water marks they should come off, if not, no harm done. Andrew.
