Retro 400s 1:150 R09 + 1ml HC110 full stand 1 hr + presoak 6min @ 19 ˚C
total range of temperatures =19-21 ˚C w/ fresh dev, fresh fixer. Deionized water for dev and photo-flo. "whipped" it to dry and then let it hang on a fairly dust-free environment.
Retro 80s 1:200 semi-stand 1 hr + presoak 5min @ 20 ˚C
total range of temperatures 19.5-21 ˚C w/ fresh dev, fresh fixer. Deionized water for dev and photo-flo. wiped using wet_with_photo-flo fingers ONCE, gently. Finished drying (not right away-maybe after 30-45min ?) with hair-drier set on COOL.
Not so dust-free environment but i cleaned most of the hair/lint and dust using a microfiber cloth and my breath, gently.

Here we can also see that it's only happening on one side..
These dots are in most of the frames , in some it's more obvious, in some others.. it's less obvious.
All images are scanned using a Reflecta ProScan 7200 as Slides.
There is NO editing on them except for some adjustments in Levels to exaggerate this... thing... (especially in the 1st one)
! there are also whole chunks missing in some frames..
also happened (with less dots) using only HC 110, DIL E)
any opinions ?
P.S: I really don't always treat my films like that during the drying process. I was in a hurry.
P.S2: I treated a FOMA 200 the same way as the roll of the first image, same everything, and there were no dots
