Is that brass spacer necessary for Leica M cameras?

Yes. The lens is actually has a LTM mount. It comes with the LTM to M adaptor for use with M cameras. It also comes with a leather lens pouch and a screw in hood. The square hood is an optional accessory in most shops. Some may bundle it together.

Seems like a good price for a new set.
