I have a Super Ikonta 532/16. The procedure for setting the frame counter says to advance the fillm until the "1" appears in the window on the back and then press and rotate the frame counter dial in the direction of the arrow until it stops at the "1" position. On mine, this only seems to work if door on the front of the camera is openned and the lens positioned for taking a picture. Otherwise the counter does not stop at the "1".
Is this the way it is supposed to work?

No, it shouldn't be like that. There's no mechanical linkage in the counter between the counter mechanism and the door inside, so it should work open and closed.

It should stop at 1.

Has this camera been serviced? Because the frame counter disk must be replaced in a certain position if it's been removed during servicing.

I bought the camera from ebay seller cupog who said that it had been CLA'ed. So far, I have always been able to get it to stop at 1 by openning the camera so it is not a major problem.
