I think that taking pictures out-of-focus is a technique that if done intentionally is hard to master and even when done well seems to be rarely appreciated. I'm working on it and it's very hit-or-miss for me; of course I'm judging my own work.

There's a photographer here in Japan named Tommy Oshima that is my insperation in the art of out-of-focus photography; he's got it down pat.
