simple M7 question

Mine don't, so long as they're properly aimed. I often use the AE lock, metering at the ground, then depressing the shutter release 1/2 way, until the upper LED dot shows. This usually works well.
 
No, for the same reason that the meter on an M6 or MP won't "recommend" underexposure--it's a simple semi-spot (look @ the white dot on your shutter &/or check your manual for the coverage), not a center-weighted pattern like that on a G2, Bessa, or Hexar RF.

that's what i do with the zi, meter off the ground.
so simple yet it works so well.
