Any idea what type of fluid would soften a cloth shutter that is getting brittle/inflexible ?
Is it even possible ?

Nothing will fix it. The rubber coating has dried out and cracks. The only option is curtain replacement..

Nothing will fix it, at least nothing in place, and probably not even anything that old, brittle silk would survive (there are ways and means to de- and re-vulcanize rubber, but these tend to be too rough even for old cycle tires, unless it is purely for exhibition purposes).

I was hoping you were not going to say that .... though I knew that was going to be the answer.

I have replaced a cloth shutter once and it really is a pain !!

... White spirit will soften natural rubber, but only temporarily ... and it's likely to soften the glues on the drum and shutter tapes
