If you don't want to deal with stitching and go cheap at the same time, the newer Epson V700 series of flatbed scanners is a good way to go. Real versatile and it takes negs of many different sizes.
If $$ is not a real issue, I'll suggest a Imacon 343 or 646... can't be beat for scan quality and versatility.
