anyone know how to fix a stuck shutter on a Welta 6x9?

I put it into T mode where one shutter press opens the shutter and another closes it. It worked once, but when I actuated the shutter a second time, it opened but then would not close.

Sounds like the shutter should be serviced. As a quick fix, you could try to squirt a tiny amount of lighter fluid into the shutter.

But I think that a better approach would be to remove the lens elements, open the shutter and flush it. Then clean the lenses, reassemble and collimate the lens.
 
Take care how much lighterfluid you apply. This stuff creeps everywhere and first will dissolve old lubricants and then leave the residue somewhere else (blades, lenses) when it evaporates.

Best is a shutter overhaul with all the lens elements removed.

When one uses lighter fluid, it seems necessary to use a good flush. That means at least the lens elements must be removed. Some times the whole shutter assembly must be removed. I have an old folder that refuses to respond to a flush in the camera. While still wet, it will work, but not after it gets dry. I will have to find time to take it from the camera and hope a soaking will do the job. If not, then I will have to see if I want to tackle the shutter disassembly.

But don't be afraid to give a good flush/soaking as long as it isn't going to damage another part of the camera.
