Saw this on the bay. Never seen one of these before. Is this thing some type of polarizer where you dial a number value in? Looks like some separation in the filter glass. Just curious.

Yes, that's the polarizer,with the box for the photoflood filter. Looks to be shot, the glass is separating from the plastic polarizing film.
You take it off the lens, hold it to your eye, and find the best angle. Notice what number is on top, put it on the lens, and then turn that number to be on the top. Probably as tedious as it sounds...
