In the old days before Paypal whenever I sold stuff to Japan the buyers usually sent me cash stuffed inside a magazine. Now that's trust!
He wants it sent to a different person. That sounds bad. Tell him that means if it is lost or stolen in the mail, you cannot get any protection as it is being shipped to a different person than the one on the auction.
Email him that you will giove him a few days to a week to line everything up so you can meet Ebay's and Paypal's terms for seller protection.
If it all does not line up after a few days, report it.
You could be more aggressive and Email Paypal in case it is not his account.

I always have things sent to my work address because I'm always there and never at home.
But, the different name is the issue, here. Just say no.

Could be legit, wait til the address is changed and the paypal arrives with that confirmed address. If not, you'll have to make a decision. If the paypal comes in and the address isn't confirmed, refund it and tell him to resend it after he confirms the address.

Yes well as everybody says, I will wait till I feel that it can be resolved. I told him not to pay until he changes his address in paypal. It might be real but it is not an excuse to risk myself...thanks everybody...I hope this becomes example for everybody...be careful...

You could offer to change the shipping carrier to FedEx. That way you can have the package delivered directly to a FedEx location (not Kinkos, etc) and they will hold for a signature with ID. I've had a couple items shipped to me this way and it works swimmingly. I don't, however, know what the cost is.

Paypal allows you to send to a different address if Paypal has the funds directly withdrawn from the bank account. I usually have items sent to my office because no one is home during the day. I makes sense to check the buyer's feed back and see what sellers say.

The buyer changed his address in paypal and accepted the item to be sent on his name...no problems so I am going to ship the item. Thanks everybody,

I would tell him that you will send to the PayPal verified address (that's what it's there for) and assuming he has set up his new address with the Postal Service the package should be forwarded to the new address and everyone is happy.

You don't have to worry about paypals stance on this. They are the first to warn you not to send to address other than listed.
I saw a transaction like this once where the original buyer account had been hijacked. It had a lot of very good feedback, but there was over a year lapse in the feedback and the current transaction. On this transaction, is there a continuous flow of feedback regularly up to this date in time?
