As long as you have the camera fairly vertical.
I can't think of any table pod heavy enough to allow a significant tilt up or down. A ball head attached to a flat piece of plywood might do it.

I like the leitz table tripod. Stable enough for a Mamiya TLR if it's close to vertical. Haven't tried it much tilted.
The Slik certainly wins on price, but Leitz rarely wins on price. Sorry, can't help there.

You can spread the legs wide to those top heavy TLR's.
Wood damps very well.

The Leitz table tripod is plenty strong for any TLR...Glowlandflex notwithstanding
I wouldn't have any issues using the Leitz ballheads either under said camera with one exception...the small black ballhead.
This late-model head has a reputation of slipping badly. It has no funky Leica code, but rather a model number ( eg. 1411... )
OR just get a Berlebach. Rumor has it that you can change a tire with it

I use Leitz table top tripods a lot. Over the years I have accumulated multiple ball heads - and I agree, the small black one is only good for a light camera (M with a modest lens). The taller ballhead is solid - but look for the ones with a metal "lock" on it. That seems to work the best. I have used Hasselblads and Rollie's on these tabletop tripods - with fairly good success. If you tilt it too much down - it can do a "face plant" - the trick is always to have one leg in the lens axis direction.
The small black head is good for a light source (Waferlight LED source) or for holding a small reflector. The larger ones can hold just about anything.
It will also make a good chest pod - with one leg "down and the other two spread towards the shoulders. You need the taller head though for this - at least with a M or SLR.
The later version is grey hammertone and lack the rubber feet which is irritating(though I found that old style erasers for pencils can be pushed on them as an anti-slip.
The Berlebach looks really good, never tried it - but it is a bit bulky in a camera bag.
Airport security is always interested in the Leitz one - has a bit of a "gun-like" profile on the screens!

If you like the Leitz tripod, check out the Polaroid copy. The price is right, and it holds my TLR's just fine.

P.S. --With the Polaroid table top tripod oriented so the longest leg is forward I can tilt my Yashica TLR all the way to 90 degrees forward ( lenses are looking straight down).

I use the smallest Really Right Stuff ballhead with the Leitz tripod. They seem to be made for each other and more than sturdy enough for my Rolleiflex.

The Ultrapod is a sweet mini tripod but it certainly isn't high on my list to mount an expensive TLR. YMMV.
I would consider it when I have nothing else...however, it's perfect as a chest pod.

Rogier--That is not the Polaroid tripod I had in mind. See ebay auction 181037574322 for an example.
