I can't buy more stuff right now, but I'll play with the purchases of the last 2 months, one of which is 100% within the rules. Let's start with the others:
1) FED-4 with 50mm I-61, local classifieds, €30=$39.03
Works, but has light leaks and a scratched lens. Will have to go. Test shot for proof:
2) Minolta Hi-Matic 7sII, local classifieds, €30 + €4.45 shipping + €1.4 battery = €35.85 = $46.64
Great condition, like new complete with case and Minolta flash. Great deal.
Works, I cleaned the VF and scanned the test film yesterday. I need to learn about scanning, the results show no contrast at all. With +100 contrast and +100 clarity in Lightroom, here's the result:
3) Revue 400SE, German eBay, sold as "Analogue camera for collector", winning bid €14.84 + €10 shipping + €1.4 battery = €26.24 = $34.14
I told the seller to keep the Ricoh to save on shipping costs. As pictured, it came with case, Revue flash and manual. Looks OK, everything seems to work, only the VF/RF front glass is loose and needs cleaning and a dab of glue. Feels a lot cheaper than the similar Hi-Matic. No test film yet.
What do I win?

Here in the UK it'd be pretty easy to pick up a scale focusing medium format, or 35mm camera for that. Probably also any of the smaller cheaper 70s Japanese rangefinders [the raft of Konica C35 clones, for example]. The best bang for the buck, though, would probably come from an autofocus compact or SLR, which are ruled out.

So now that you have everyone looking that will make it even harder. Plus I have enough GAS without being slung in a challenge Thanks.

I just won a mju-1 for $10 and $4 shipping ...$14 NZD is $11.62 USD now all I need to do is check the battery and foam when it arrives and add a roll of film, reckon I can do all of that for under $40 USD/$48:18 NZD
Link to the auction which is of course closed now

I love 1950's quality
Yeah, but's that autofocus and therefore can only compete "in spirit"

I just found out after looking at the manual that it's auto focus .... bugger back to the search.
Never thought that a camera that old would be auto focus ... so it pays to check before you bid.
Looking at a Olympus trip and that's zone focus, is that ok? Otherwise there is and early bottom wind Canonet Rangefinder that surely must qualify ;]

I can't be buying more cameras right now (even for $40 or less), but here are a few I've dredged up:

That Graflex looks pretty cool, but I think I'd have to go for that last one.

I might be up for this as well. Does the camera have to come from ebay tho? No regular shops that sell 'used before' stuff allowed?

lol
Just won a Yashica Electro 35 GT for 50$ with shipping, which was 10$. way above budget but it is a nice camera, hopefully no POD, looks mint. Would be fun to add a second round to this, selling the camera you bought and see who made the biggest profit.
