I rather like the LTM Leica 50mm Summar f/2. They can be had for about $200 plus the cost of an adapter (avoid cheap ones). The have a LOT of character, and if you are shooting a M9, it is easy enough to add contrast in post processing. I'm also really fond of my Nikkor-S.c. 5cm f/1.4, you can get one with an adapter for under $700, of course part of why I like the one I use is because it was my Grandfathers.
Of course my next lens purchase will be a good modern 50mm f/2 or faster.

Personally, I don't think that there is a best 50mm lens. Yet, there is a best 50mm lens for the look that you are trying to achieve.
The other posters have given some very good examples of lens in this price range.
I find the ZM range to contrasty for my liking, but that maybe the look that you want.
I would go for a medium contrast Summicron Version 3 and control the contrast in the developing to get the look that you want.
Just different strokes for different folks^^

Not true, unfortunately. But easier to detect on digital.
The focus shift topic has been discussed a lot here. I find it quite intolerable on film (400 ISO, hand held, close portraits) but some people have never noticed it.

If you're willing to stretch the budget a little Summiluxes are available for around 1200-1300. The first version of the Summilux will not perform as well as other lenses mentioned here. As I've understood it, it was basically a renamed Summarit 1.5. The second optical version is good though. I have one and like it quite a bit. Sort of old-ish rendering (at least when compared to the asph).
Still, I'm also considering a DR Summicron because of the versatility of the goggles.
