The same goes for the "British Journal of Photography" - an impressive sounding name that on quick review seems to be owned by or associated with the same folk judging by the content (which includes a big banner headline for - you guessed it, this contest).
I don't see what is unfair about using submitted images to promote the competition - don't most competitions do this? An entry fee in competitions like this is not unusual - the judges have to get paid for their time and expenses.
As mentioned above BJP is a very reputable magazine and Format is a major photography event her in the UK.
