dilution 1:50, time 8-10 minutes, gentle agitation for first 30 seconds then 2 gentle inversions per minute thereafter.
FWIW, I find an e.i. of 250 to be right on for Tri-X, Neopan 400 or HP5+ developed in Rodinal. Expose it at box speed and your exposure time will make it look pushed.
I've done a few rolls @ 200, Rodinal 1+50' for 10 minutes, very gentle agitations for 10 secs every 2 mins. Has worked out quite nicely (this is not to contradict others -- just a data point for comparison). Have fun...
At 1+50 and 18º I develop for 20 minutes with incident metering at 200. That's for soft light. IMO that's its real speed for rich shadows.
For direct sun I use 1/250 f/8 1/2, with medium yellow filter, and develop for 15 minutes: that's incident metering at 50. (Film is 200. so 100 for the filter and 50 for the pull...)
I used 14 minutes, 30 seconds initial agitation, then 3 inversions every 3 minutes, at 68 degrees ( 20F). I stopped using it for TriX 35mm at 250 because of grain size:
