Can't say I've seen one of those before.
Perhaps the man's uniform can provide a clue. I would be inclined to say it's a Russian uniform, but not too sure on the rank insignia.

Could possibly be a Russian Fotocor:
Very hard to see enough detail on the camera for a positive id.
Could also be a Kodak Recomar which was not fitted with a rangefinder:
