Whatever.
It doesn't change the fact you'll have to factor in VAT when selling to EU or buying from EU on eBay (or any other platform for that matter).

I was buying this way (US to EU) with that program - all import taxes (duties and VAT) are already calculated and included. It is not cheaper (or cheap to begin with), but saves all the potential headache.
This system is horribly overpriced and not guaranteed to even work, because Pitney Bowes (the company) make a lot of mistakes. I bought a 105mm Nikkor last year from California, the seller insisted on using this service and I ended up having to pay the fee to Pitney Bowes plus regular import duties to the German taxman when it got here.
As for buying from the UK, they're now a bit like Switzerland. You will pay fees just as with any non-EU country.

eBay now lists import duties with all nice lenses from the UK... A nice Summitar is now EUR 425 and additional EUR 105 import duties. That’s about 25% price increase.

There is an article in today's FT regarding VAT Changes for foreign mail order sellers to the UK - link, but it is behind a paywall.

In essence, the UK implemented a change in the rules for foreign mail-order sellers, insisting they register for UK VAT for any items sold to UK customers, collect the correct sales tax on behalf of the government and pay the money to HMRC. Of course - that isn't going to happen!
So increasingly, such suppliers are refusing to supply to the UK. Later this year, the EU will implement a process that will make it easier, but for now, it is becoming difficult to ship goods into the UK. The tragic part is that UK companies who manufacture and distribute from abroad cannot ship into the UK without a whole load more of bureaucracy - the article mentions Brooks (who make bicycle saddles) and as British as they come - who cannot supply British customers because their global distribution centre is in Italy.
