Uneven Negative

Hey guys,

For a few HP5+ 120 Rolls I had this issue of uneven negatives.

I used a 5 reel tank (Jobo something), and the MF one was on top - is it possible that the right (upper) side didn't get enough developer / fixer? I used Rodinal 1:100 for 2 hours btw, I pushed the film 2 stops.

does it look fully fixed? if it does, then the edge is actually overdeveloped (notice that it is lighter than the rest of the photo). If it is underfixed, then it was a chemical volume problem. If it was overdeveloped it was agitation being insufficient.
 
Almost looks like flare to me or something got in the way of the lens possibly, maybe something not fully opaque.

If it was insufficient chemistry, ie levels , the distinction would be more noticeable. Just so I'm clear, was it only this frame or all frames along that side of the film ?
