Using Gradient functions in Elements 6.0 or NX2

By using too little developer in the tank, I screwed up a roll of 6x6 B&W film from my faithful old Zeiss Super Ikonta B. The film came out really nice except for a 1/4" strip across the very top of each negative that's quite a bit darker than the rest of the negative because it's underdeveloped in that area, although there is still good detail in the dark area (sample scanned image attached). I have Elements 6.0 and Capture NX2, both of which have a "Gradient" function for brightness and contrast adjustments. I'd like to save these negatives. Has anyone successfully been able to fix this using either of these software programs, and if so what steps did it require in the editing process? I don't yet have the full blown version of Photoshop, that's for rich guys. :)
